Sarah Skaluba

Speaker Bio

Sarah Skaluba currently serves as Special Policy Advisor for Telecom Policy and the Innovation Fund. In this capacity, she supports the Office of the Assistant Secretary (OAS) on policy matters spanning 5G and Open RAN, the Public Wireless Supply Chain Innovation Fund (Innovation Fund), and the First Responder Network Authority (FirstNet). She previously served as Policy Director for the Innovation Fund, where she led policy development for the $1.5 billion grant program.


Prior to joining the Department, she advised public and private sector clients on telecom issues as a manager with Access Partnership and advanced a range of digital policies as a Policy Associate with BSA | The Software Alliance. Sarah holds a B.A. in International Studies from the University of Michigan and an M.A. in East Asian Politics and Security from the Walsh School of Foreign Service at Georgetown.
