Speaker Bio

Maureen Russell is the acting Deputy Associate Administrator in NTIA’s Office of Policy Analysis and Development. Ms. Russell leads NTIA’s policy development in cybersecurity, critical infrastructure, foreign investment risk, standards development, information sharing, and national security. Prior to NTIA, Ms. Russell spent over a decade as a national security consultant, supporting senior leaders within the Departments of Defense, Homeland Security, and State. Maureen facilitated foreign and domestic policy implementation in countering transnational organized crime and foreign investment risk management, developed global strategies to promote information sharing between the US government and members of the US private sector, and facilitated multi-nation delegations to meet with security partners in Mexico, Central America, and the Caribbean. Maureen graduated from Saint Mary’s College and went on to receive a Master’s in International Relations from the Maxwell School at Syracuse University.
